Abstract

The Constitution of the Russian Federation enshrines local selfgovernment

as one of the foundations of the constitutional system of

Russia, a form of democracy in which the population in the forms of

direct or representative democracy independently solves issues of local

importance. Local self-government bodies are not included in the system

of public authorities.

Since the adoption of the Constitution of the Russian Federation in 1993,

the Institute of local self-government has been repeatedly reformed. The

article analyzes the current problems of local government, due to the next

stage of municipal reform. The questions of people's representation in the

modern Russian self-government are analyzed; trends in the development

of the structure of local self-government bodies and issues of their

formation; problems of territorial organization of local self-government

in connection with the emergence of new types of municipalities; new

approaches to the legal consolidation and implementation of the

competence of local government.
