Abstract

Reforms in the health care sector often call for changes in the way of financing and delivery of health services. By proposing new models of public and private funding, policy makers and planners in the health care sector must understand their potential and limitations in allocation and mobilization of resources. Effective use of financial resources is a fundamental step in improving health care systems. Another goal is to achieve a fair distribution of the financial burden of health care, particularly in reducing its effects on the poorer population.
