Abstract

Eight years have passed since the adoption of the Law on the Use of Public Sector Data,
which is a sufficient time frame for analyzing its implementation. Namely, in the period in
which this law was adopted, the goal was to provide a basis for institutions to publish their
data in open format, so that this data can be used for other purposes by the private sector, civil
society or any other stakeholders and individuals (who developed applications or researchers).
One of the main reasons for the international open data initiative was the economic benefits
of using them outside the purpose for which they are created by the institutions, namely the
added value generated through their reuse. There is no exact science that can calculate the
economic benefits of these, but there are international indicators offered globally by the World
Bank. The purpose of the research is to offer information on whether and how many benefits
we have after we have introduced an open data policy in the Republic of North Macedonia.
This paper will provide an answer to the political effect of open data, ie their impact on
transparency and good governance, the economic effect, i.e. whether and how much open data
was used by companies and developers and the social effect. The indicators in the research
are based on the open data readiness assessment (ODRA) methodology of the World Bank.
