Abstract

Тhe civil partnership affirms the self-organization of the citizens, independent of the state. The role of civil society in the development of a democratic society enjoys a growing trend of approval, but there are many ambiguities regarding the exact meaning of its existence. What defines civil partnership is the fact that it is the space where citizens can freely associate and organize in groups and organizations at different levels in accordance with their interests. However, civil partnership can not be perceived as opposition to the state and the economy. The participation of civil society organizations in the process of creating public policies has been a subject of interest for a long time.
In the last three decades of the development of the Macedonian society, the civil association and the related terms such as, for example, civil partnership, non-governmental sector, civil society, civil society, non- profit sector, etc., have taken a more prominent place. He is present in all spheres of social life. If at the beginning of the transition this idea had a mainly political dimension, today it is conceptualized in almost all areas of social life, including the processes of policy development and implementation. In that context, the civil partnership occupies an increasingly prominent place in the development and implementation of social policies in the world and in our country. An increasing number of civic associations and organizations are involved in the implementation of social policies that lead to the creation of productive social policies.
Within this text, the emphasis is on civil society organizations and their place in the process of creating social policies. An analysis of the normative-legal framework that defines the involvement of civil society organizations and organizations in the creation and implementation of social policies was made.
