The problem ofmanagement culture is not sufficiently developed in the science (theory)of management. Although the scientific literature notes the complexnature of the concept of management culture, often in its definition, theemphasis is on ethics and management aesthetics. Apparently, theculture of governance in society (the culture of public administration,in particular) presupposes, first of all, the consistent fulfillment of allthe requirements formulated by the science (theory) of management, orthe content, process, dynamics and statics of management as a specialkind of human activity. The author of the paper, noting the complexnature of the management culture, emphasizes the special importanceof fulfilling the requirements of this science, which reflected in theprinciples and laws of governance, expressing the essential aspects ofmanagement activity. In this regard, as an essentially importantmanifestation of the culture of management, the paper analyzes theproblems of implementing the constitutional principle of thesovereignty of the people and the objective law of the widest possibleparticipation of citizens in governance.
