АРКТИЧКИТЕ ПОМОРСКИ РУТИ КАКО ФАКТОР НА ГЕОПОЛИТИЧКО И ГЕОЕКОНОМСКО ПРЕОБЛИКУВАЊЕ

Забрзаната трансформација на Арктикот ги премести неговите
поморски рути од периферијата на меѓународната транспортна
политика во средиштето на современите геополитички и
геоекономски анализи. Повлекувањето на морскиот мраз создава
подолги навигациски сезони и ги засилува очекувањата дека
Северниот морски пат, Северозападниот премин и, на подолг рок,
Трансполарната рута можат да обезбедат пократки врски меѓу
Европа, Азија и Северна Америка. Сепак, нивното значење не се
исцрпува само со транспортното растојание и економските
трошоци. Арктичката пловидба е тесно поврзана со суверенитетот,
слободата на пловидба, пристапот до природните ресурси,
контролата врз пристаништата и инфраструктурата, ледоломните
капацитети и стратегиското присуство на големите сили.
Во трудот се анализира степенот до кој арктичките поморски рути
ја менуваат распределбата на економското и политичкото влијание
во регионот. Посебно внимание се посветува на Северниот морски
пат, руската регулаторна и инфраструктурна позиција, правниот
спор околу Северозападниот премин, кинескиот концепт „Поларен
пат на свилата“ и интересите на Соединетите Американски
Држави и другите арктички држави. Анализата покажува дека
рутите имаат значаен стратегиски потенцијал, но сè уште не
претставуваат целосна алтернатива на традиционалните глобални
поморски коридори. Непредвидливите ледени услови, недоволната
инфраструктура, високите трошоци, еколошката ранливост и
правните несогласувања ја ограничуваат нивната комерцијална
употреба. И покрај тоа, способноста за регулирање, опслужување
и заштита на овие правци веќе станува важен инструмент на
државната моќ.
