RECRUITMENT, EVALUATION AND REWARDING OF ADMINISTRATIVE OFFICERS IN REPUBLIC OF MACEDONIA
Abstract
All citizens of a country have a right to good, quality and professional
public administration. Such administration can exist only in cases when on one side we have
clear and precisely defined legal grounds for its functioning, and on the other side quality,
professional and competent administrative officers who will effectively perform their works
tasks. For that purpose, the procedure for employment of administrative officers, the evaluation
based on continuous monitoring of their work as well as the reward for their work – the salary
are of the special importance.
The legal provisions that regulate the procedure of employment, evaluation and
rewarding of civil servants, starting from adoption on the first law on Civil servants in 2000 up until today have undergone many amendments. In the current legislation we have strengthened
criteria in the employment procedure and amendments in the way of evaluation in order to
improve the quality of public administration.
