CITIZEN PARTICIPATION IN CREATING POLICIES AND MAKING DECISIONS AT THE LOCAL LEVEL THROUGH THE MODEL OF MY MUNICIPAL IN KAVADARCI MUNICIPALITY
Abstract
Citizens expectations for the abilities responsibility and behavior of the government and all those who lead and manage the institution are especially high in conditions of reforms. Due to the fact that citizens cannot quickly and efficiently exercise their rights before the state administration bodies, there is a need to carry out certain reforms in the functioning and organization of the administration, and for the Local Self-Government to became a worthy service to the citizens. Specificaly, the initiation of new models for the efficient management of organizational behaviour is usually approached when something is wrong with the existing ones. The analysis of the situations showed that despite the declarative commitments at the higest political level, there is a serious lack of political will to implement the plan, insufficient coordination in the implementation of the Public Administration reform and the absence of an effective agenda, which was clearly reflected in the weak implementation of policies and the laws in the respective sphere. This, first of all, can be seen in the lack of administrative leadership, capable of taking concrete steps.
Good and effective administration is possible in a transparent and open democracy, in which the institutions, in our case the municipalities, will ensure legitimacy, stability and security and will be avaible to the citizens. From there, the basic vision and guiding principle for the preparation of this paper is through administrative leadership of modern, professional and open municipalities, which enable and encourage the development and prosperity of the individual and society.
