OBSTACLES TO THE DEVELOPMENT OF BUSINESS IN RUSSIA (EXPERIENCE OF JUDICIAL REFORM II-ND HALF OF THE XIX CENTURY, AS AN EXAMPLE OF OVERCOMING THE INSTITUTIONAL BACKWARDNESS)

Abstract

A feature of a large part of contemporary Russian society is a rejection of the values of business. The origin of the problem is revealed in the characteristics of the political regime, economic and legal regulation. As a successful domestic experience to overcome the problem is studied the activity of «post-reform» the trials II-nd half of the XIX century, as the bodies of achieving social compromise and overcome institutional backwardness.
