CHANGING THE VECTOR OF PUBLIC DEVELOPMENT IN THE CONDITIONS OF A TURBULENT WORLD

Abstract

The modern world is going through a phase of turbulence, the main characteristic of
which is uncertainty. Due to the cardinal changes in the modern world, there is a rethinking of
the priorities of social development. The strategic vector of development is shifting towards
physical survival and security, increasingly ignoring democratic and liberal values. In an era of
uncertainty, abnormal events are increasingly occurring that go beyond the usual understanding
of what is happening. The nervous reaction to such events testifies to the inability of humanity
to respond effectively to existing threats. The growing influence of non-Western countries
reduces the role of the ideologized agenda, replacing it with the most popular formats of
relations. The security issue is becoming a priority over other tasks, including almost all
spheres of society in its orbit. Digital technologies create new opportunities and at the same
time pose threats to both the individual and the state. Understanding the challenges and
threats facing humanity is within the competence of the UN but requires active intervention
by States. Thus, there is a need to rationalize the paradigm of social development, which is
often replaced by situational ideologized projects that are not capable of solving problems of
social development.
