REGULATORY ASPECTS AND FUTURE TRENDS IN DRONE MANAGEMENT THROUGH AN ANALYSIS OF EUROPEAN AND NATIONAL LEGAL FRAMEWORKS

Abstract

Unmanned aerial vehicles, or drones, represent a significant innovation in modern technology, which

radically changes traditional methods of work through the automated execution of tasks without the need

for the physical presence of a pilot. Since their initial use in military operations, drones have expanded into

a wide variety of civilian areas, including commercial applications, scientific research, agriculture, and

rescue operations. They offer significant advantages such as improved efficiency, cost reduction and

increased accuracy in performing tasks.

With the increasing use of drones, new challenges arise that require the adaptation of legal norms and

regulations. There is a need to develop legal frameworks that will regulate the safety of airspace, the privacy

of individuals and the responsibility of operating drones. The European Union has introduced significant

regulations, such as Regulation (EU) 2019/947 and Regulation (EU) 2019/945, which set basic rules and

standards for the registration, licensing and certification of drones and their operators.

As drone technology continues to evolve, legal frameworks must be flexible and able to adapt to new

conditions and challenges. With the continuous integration of new technologies into legal regulation, it is

possible to ensure the safe and efficient use of drones, while protecting the rights and interests of all

stakeholders.
