LEGAL REGULATION AND THE CONCEPT OF IMPLEMENTATION ARTIFICIAL INTELLIGENCE IN RESOLVING A SITUATION OF CONFLICT OF INTEREST IN THE PUBLIC SECTOR

Almost all developed countries of the world are planning or are already implementing
artificial intelligence technologies in the near future. States understand the important strategic
role of artificial intelligence to increase competitiveness and ensure the security of the state.
Artificial intelligence is already widely used in education, health care, environmental protection,
and public administration. Artificial intelligence technology can accurately perceive, predict
and anticipate major trends in public administration. Here, the use of artificial intelligence
technology becomes an important factor in the development of the digital economy of
any state. However, the uncertainty in the development of the legal regulation of artificial
intelligence creates possible threats from its use. Therefore, legal guarantees are required for
the safe functioning of artificial intelligence technology, including in the public sector. Even if
artificial intelligence technologies have a positive effect - preventing corruption and avoiding
conflicts of interest in the activities of officials.
Giving artificial intelligence the authority to prevent and respond to the presence of
officials in a situation of conflict of interest, the state first must regulate this mechanism
within the legal framework, as well as develop a concept for the introduction of artificial
intelligence in resolving a situation of conflict of interest in the public sector. Defining the
goals, objectives and principles of artificial intelligence technology in this process, a person
should be placed in the center. A person as a public official who is subject to verification for
the presence of a conflict of interest, as well as a person - a representative of the supervisory
authority to prevent conflicts of interest in the activities of public officials.
The author aims to analyze the experience of states in legal regulation and the adoption
of the concept of introducing artificial intelligence in resolving a situation of conflict of
interest in the public sector.
