Abstract

 Why current fi nancial crise is unpunished, what is the reason that fi nancial crises are going through regulation system and where this system does not function well? Part of the answer lays in the deregulation from 1980, but and in the worse enforcement of monitoring process. Does that mean that the fear of unsucceed prevail? This working paper involves quantitative method of prematurely detection of the beginning of not appropriate functioning at the market and graphics of noticed impropriety.
