With the development of technology and the growing interdependence in the conduct of international relations, particularly in their existence and functioning today, is a fundamental economic power. On the other hand, economic power, usually, is determined by the following performance: per capita GDP, and the importance of participation in international trade and international finance, the ability for accumulation and creation of new technologies and the use of new technologies, through whose application is creating opportunities for even greater accumulation. Therefore free to conclude that the fight in the research and development of new technologies at the same time and the competition for better position in the world economy.
